The problem is that we would have a rule that contradicted itself - it tries
to define the time between two consecutive changes in the number of nweeks
on The Clock as 10 ndays. I believe what will happen under your refresh prop
is that the nweek will end when the Clock changes from nday 4 to nday 5,
because that will have been 10 ndays from the end of the last nweek.

That's bad.
