Well, alright, so the proposal didn't create the Gremlin. But then what did?
None of the rules ever said "upon the passing of this rule, the **** Gremlin
will be created." They just said "There is a gremlin called the ****
Gremlin." That doesn't look like it's creating it, it's just sort of
pointing it out...

But if a judge decides that they were "created" by these rules, then the
following things never happened:

465/0 passes (4-3-1).
Created 492/0.
Created 293/2.
The Voice scores 10 points.
Created The Golden-Armed Gremlin.

483/0 passes (6-1-1).
Created The Five-Star General Gremlin.
Created 499/0.
The Voice scores 8 points.

485/0 passes (6-1-1).
Created 498/2.
Created 500/0.
Created Guido.
Glotmorf(actually me in disguise) scores 11 points.

486/0 passes (4-1-3).
Created Copper.
Created 501/0.
Baron von Skippy scores 11 points.

446/0 passes (7-0).
Created 402/1.
Created Curt and Rod.
The Voice scores 15 points.
