Well, they work fine together, it just interpretaion in normal english
useage which is screwy. Rewording the senence to say "neither a football
player nor a coulor comentator is eligable" (i.e. not (A or B)) is
probably what the proposal meant to say. 

(note, if anyone cares, that "not (A or B)" == "not A" and "not B")
