The serial number mess was at least partially my imagination; the rules don't require serial numbers be in any particular form, order or pattern at all (though I'd draw the line at base-52 Hebrew if I were you).  The other part involves "game custom", "the usual methods" and another invocation of the F-word, in that the identification numbers had been sequential integers for almost all of the other proposals and rules, and therefore, if my proposals were going to be in an unexpected and vulnerable sequencing through no fault of my own...

...Then it wouldn't be Fair.

But I'll live.  Besides, speaking out of pure self-centeredness, it looks like Wonko's Ice Gnome's the one to get et.

What if, in a proposal creating a rule, it is said that the rule being created should get such-and-such an identifying number?  Does a proposal take precedence over a rule?  I'd like to see an exception to this built in.

There's a reason for r17 being written the way it is: If Action A can affect Action B, but Action A isn't recognized before Action B, then the fact that Action B couldn't be legally recognized makes the game state retrofit a bit more legitimate (if not less painful).

There's a simpler solution below.

"modify or take precedence over" might be better.  After all, there might be some circumstance short of an r0-grade Emergency that requires it.

See...you still can't do that because all the stuff you recognized before belatedly recognizing my stuff was unrecognized, and has to be re-recognized before anything new can be recognized.

May I suggest you post the following to spoon-business?

"I hereby re-recognize anything mistakenly recognized previously, in the order it appeared on spoon-business, using the same serial numbers originally assigned."

I think that'll do it. :)  We can work out the rest later.
