I don't think people will try to give their rules extremely high
Chutzpah - they will recognize that other rules are supposed to take
precedence.

I'd say that Rule 10 should have Chutzpah 10, but then if any other
proposal felt it necessary to give its rule a Chutzpah of anything
higher than 2, I'd vote against it unless there was a really good reason.
