This could work with Luigi too.  But how does the king get unrepressed?  And should there be, say, a Revolt if too many gremlins are repressed?

Aside from that, I'm starting to worry about all these things I'm seeing that just take an expenditure of points to do.  One of your concerns about Luigi was that the poor get poorer.  My concern about the king is that the rich get richer.  Though I suppose repressing Luigi and the PIG would benefit more than just the bribing player...
