Still, if you're that concerned about giving any given team free rein, how about this:

"For a given *namelist* set of players, the number of Team Proposals that can be submitted is ((number of players in *namelist*) - 1)/nweek."

That way, the larger the number of people who get together to submit proposals is, the more proposals they can submit.

-No no no! With that rule in place, a player could create teams with
all possible combinations of other players, for a grand total of... well, I have no idea how to calculate it, as it happens. Thousands. Now, while that's not terribly likely... Well, not from MOST of you... It's still dangerous. Limit the number of teams a player may join and the problem goes away... mostly.-
