I would interprete this so that Officers cannot be forced to prepare their records (otherwise rule 350 would also be legal since it "only" forces preparing the photos before taking a public action (posting the photos)).

Hmmm... I have no idea how to solve that. The problem is to decide what's game-related and what's not, basically. But anything that is a rule *is* game-related... even if it's not. Weird problem.

There *is* a rule which makes lower-numbered rules take precedence? I didn't find any. In fact, I did not found any rule about conflict resolution at all. Am I just stupid or don't we have any?
