Depending on how R302 is interpreted, this would cause everyone who submits a Proposal--or very nearly so-- to be a Humble Disciple. Why? Here is the relevant portion of R302:

"If at any time a Player submits a proposal which will cause the creation or alteration of a rule so that the rule would subsequently contain the text of one or more verses(*) from a Recognised Religious Text(**), then that Player shall secretly become a Humble Disciple."

There has yet to be a Proposal that, if adopted, would not "cause the creation or alteration of a rule". Of course, these changes would become part of the Rules, which would qualify them as part of a "Recognized Religious Text". So, virtually any successful Proposal would contain a part of the Rules, since that's the very nature of Proposals.

Even if the timing is restricted such that the determination is made prior to the adoption of Proposals, many Proposals will easily contain "one or more complete sentences totaling fifteen or more words" from the existing Rules.
