I concur.

A thought: since there are a bunch of proposals right now that rely on each other, what happens if one of those that all the rest depend on fails, but the others pass? That could get us into a messy situation. I'm not sure a rule is the best way to handle this, though. Maybe some Legislative Orders should be stated as "Create a new rule with the following text if Proposal nnn passes:" or something like that.
