I submit a Yellow proposal:

[[The only functional change intended here is to allow for "half-votes", but it's mainly to provide a structure for other more interesting voting proposals, allowing for players to get extra votes or for non-players to influence the voting.]]

Amend Rule 4-5 to be the following:
__Legislators and Votes__

Game Objects which are Legislators each have a Vote on each Open Proposal.
A Vote is an integer value, and is 0 if not otherwise specified.
The following terms are synonyms for the corresponding Vote values: FOR=2, MAYBE=1, ABSTAIN=0, MAYBE NOT=-1, AGAINST=-2.

Powers are integer values which may be possessed by a Legislator for each Open Proposal. Each Legislator may have any number of such Powers.
Each Legislator's Total Power on an Open Proposal is the sum of all eir Powers on that Proposal. [[That is, if this rule gives a player 2 Power on a proposal, and another rule gives that player 1 Power on that proposal, eir Total Power on that Proposal is 3.]]
If a Legislator's Vote on an Open Proposal would be greater than eir Total Power on that Proposal, eir Vote becomes equal to eir Total Power instead.
If a Legislator's Vote on an Open Proposal would be less than the negative of eir Total Power on that Proposal, eir Vote becomes equal to the negative of eir Total Power instead.

The sum of all Legislator's Votes on a Proposal is known as that Proposal's Outcome.

Players are Legislators and have Power 2 on each Open Proposal.
Players may set eir Vote on an Open Proposal as a Game Action, as long as the absolute value of that Vote is less than eir Total Power on that Proposal.

Amend the Body of Rule 4-6 to be the following:

At the end of nday 12 of each nweek, for each Open Proposal:
* If there exists a Quorum of Players whose Vote on that Proposal was positive, and the Proposal's Outcome is positive, then that Proposal becomes Passed.
* If there exists a Quorum of Players whose Vote on that Proposal was negative, and the Proposal's Outcome is negative or zero, then that Proposal becomes Failed.
* Otherwise, that Proposal becomes Postponed.

If there exists a Rule 6-3, amend its Body to be the following:

At the beginning of nday 1 of each nweek, for each Proposal that became Passed in the prior nweek:
* The Player that submitted that Proposal receives 3 Points.
* The Player that submitted that Proposal receives a Point for each Player whose most recent Vote on that proposal was positive.
* Each Player whose most recent Vote on that proposal was negative receives a Point.
