I submit the following proposal:

Create a rule entitled "Deputies", reading as follows:

The Administrator may choose to designate specific individuals as
Deputies to assist with eir duties. If the rules otherwise require the
Administrator to do something by virtue of being the Administrator
[[as opposed to, for example, requiring it of all players]], that
obligation is considered fulfilled if a Deputy performs the action
instead. [[Ordinarily, Deputies should be made only with the consent
of the new Deputy and should probably be tasked with specific
functions, but in the event of the absence of the Administrator any
Deputy can fill their responsibilities.]]

Create a rule entitled "Emergency Administration", reading as follows:

If at any time no player is the Administrator, any Deputy may, as a
game action, become the Administrator. If at any time no player is the
Administrator and no player is a Deputy, any player may, as a game
action, become the Administrator.
