Proposal:  Sasquash suffrage

Amend Rule 1918 (More Plants), section C (Sasquash Pods), by
replacing "it is simply destroyed" with "it leaves the game",
and by appending this text:

      A player may cast an additional vote on a proposal for each
      Sasquash e possesses, but must pay ~14 for each such vote
      by the end of the nweek or else all eir Sasquashes leave
      the game.
