I submit the following proposal, __illegal timing tweak__:

In Rule 79 (Kicks To The Ass)

replace:
{{Failing to, within 3 ndays (or 3 wdays if the clock is off), perform
any action which the rules say a player MUST or SHALL do.}}

with:
{{Failing to perform any action which the rules say a player MUST or
SHALL do within 3 ndays if the Clock is on, 3 wdays if the Clock is
off, or within another time limit prescribed by the rule requiring the
action.}}

[[The Victim currently cannot be kicked in the ass for failing to move
during a phase until 3 n/wdays after the phase end, even though e
can't move within that phase without some sort of time travel
trickery.]]
