I submit the following two proposals:

In rule 79, replace the first paragraph with the following:
{{There exists a part of the game state known as the List Of Generally Abhorred Stuff, which may be abbreviated LOGAS. The LOGAS is tracked by the Registrar and must be listed in the Registrar's nweekly report.  The LOGAS is a list of actions, and its content may be modified using proposals.}}

This is proposal 2021.

{{__Punish ministerial apathy__

Add the following action to the LOGAS:
{{Sending a message to a public forum which does not attempt to claim a ministry while there are vacant ministries and the sender does not hold any ministries.}}
