As there is only one candidate for the Artisan election (JamesB), I
install em into the office.
I initiate the Decision to decide the holder of the Assessor office.
The eligible voters are the active players, each with a voting limit
of one. The valid options are JamesB and C-walker. I am the vote
collector.
As there are no candidates for the Tailor office, I end the election.
