[s-b] Proposal: Fix and Simplify Gnomes

I submit the following proposal:

Fix and Simplify Gnomes (AI = 2, II = 3)

Repeal Rules 119 and 120 (Secondary Gnomes and National Gnomes).

In Rule 117 (Gnomes) remove the text:

      Primary Gnomes, Secondary Gnomes and National Gnomes are all
      sub-classes of Gnomes.

In Rule 117 (Gnomes) replace "legal" with "possible", and replace

      Gnomes are a class of fixed assets. Ownership of Gnomes is
      restricted to players. Each Gnomes has exactly one type as
      defined by the Rules.  Each type of Gnome is a currency.

with:

      Gnomes are a class of fixed assets whose ownership is restricted
      to players. Each Gnome has exactly one type as defined by the
      Rules; each type of Gnome is a currency.

      The following types of Gnome exist:

        Water   (Wa)
        Earth   (Ea)
        Barley  (Ba)
        Summer  (Su)
        Herb    (He)
        Air     (Ai)
        Fire    (Fi)
        Alien   (Al)

and replace:

      Each Gnome type has a nonnegative integer that is its
      Chance. When a random type of Gnome is chosen, each type MUST be
      selected with probability equal to its Chance divided by the
      total Chances of all Gnome types, unless a rule specifies
      otherwise. By default, all Primary Gnomes have a Chance of 30,
      all Secondary Gnomes have a Chance of 20, and all National
      Gnomes have a Chance of 10.

with:

      Each Gnome type has a nonnegative integer that is its Chance,
      defaulting to 30. When a random type of Gnome is chosen, each
      type MUST be selected with probability equal to its Chance
      divided by the total Chances of all Gnome types, unless a rule
      specifies otherwise.

Retitle Rule 118 (currently Gaining Primary Gnomes) to "Awarding
Gnomes" and replace its entire text with:

      As soon as possible after each proposal is adopted, the Assessor
      CAN and SHALL award a Gnome to its author, its type depending on
      the Interest Index of the proposal, as follows:

      Interest Index  Gnome Earnt
                   1  Water
                   2  Summer
                   3  Barley

      As soon as possible after a judge assigns an on-time judgement
      to a judicial case, the Oracle CAN and SHALL award the judge a
      number of Herb Gnomes equal to the Interest Index of the case.
      If a judge's judgement is OVERTURNED on appeal, one justice on
      the appeals panel CAN destroy one Herb Gnome in the judge's
      possession by announcement.

      As soon as possible after the end of each week, the MoM CAN and
      SHALL award each player who completed the non-empty set of
      weekly duties of at least one office that week a number of Earth
      Gnomes equal to the total Interest Indices of the offices for
      which duties were completed.

      As soon as possible after the end of each month, the MoM CAN and
      SHALL award each player who completed the non-empty set of
      monthly duties of at least one office that month a number of Air
      Gnomes equal to the total Interest Indices of the offices for
      which duties were completed.

If proposal 1986 was adopted and took effect prior to the adoption of
this proposal, append the following text to Rule 118 (Awarding
Gnomes):

      As soon as possible after the end of each week, the Scorekeepor
      CAN and SHALL award each player who earnt at least one point
      during that week a Fire Gnome.

      As soon as possible after the end of each week, the Scorekeepor
      CAN and SHALL award each player who awarded at least one point
      during that week an Alien Gnome.

Replace the entire text of Rule 121 (Spending Gnomes) with:

      Players CAN squeeze (syn. spend, destroy) Gnomes as follows:

        (VC) A player CAN squeeze three Gnomes to award a specified
             player a Vote Coin.

Set the Interest Index of the Gardener office to 2.

If proposal 1985 was adopted and took effect prior to the adoption of
this proposal, the following happens. Otherwise the text below this
sentence does not take effect.

In Rule 117 (Gnomes) add the following to the list of types of Gnomes:

        Unicycle(Un)

In the Rule entitled "The Pentacycle" replace each instance of "Gnome"
with "Unicycle Gnome".

Append the following text to Rule 121 (Spending Gnomes):

        (Un) A player CAN squeeze a Gnome to award a specified player
             a Unicycle Gnome.
