Proposal:  Cleaning the clock

Amend Rule 2-1 (NTime) by replacing the text of the section "The
Ministry of Time" with this text: {

There exists a ministry known as the Ministry of Time.  The Minister of
Time, also known as the Doctor, is responsible for maintaining a Public
Display of the Clock, along with any actions that will occur or may
occur automatically at a specific future time.

Amend Rule 2-11 (RPG) to read: {

There is an attribute "Hit Points" (syn. Health) with a scope of all
players, a range of all non-negative integers, and a default value of
10.

If a Player's Hit Points would ever be set to a value less than 0, it is
instead set to 0. A Player whose Hit Points equal 0 is Dead; all other
players are Alive.

The maximum Hit Points of a Player is 10, or his Level multiplied by 2,
whichever is greater.  If a Player's Hit Points would ever be set to a
value greater than his maximum, it is instead set to his maximum.

At the start of each nday, each Alive player gains 1 Hit Point.

Amend Rule 2-13 (The Game Board) by replacing this text: {

Drowning and eir HP attribute is decreased by one for each nday they
remain in a Square with a negative Altitude.

} with this text: {

Drowning. At the end of each nday, each player who remained in a Square
with negative Altitude for the entire nday loses 1 Hit Point.

Amend Rule 3-14 (The Ministry of Goods) by replacing the paragraph
beginning "Any unique blueprint is put to auction" with this text: {

Any unique blueprint is put to auction immediately upon creation. Any
player, including the Artisan, may, as a Game Action, submit a
non-retractable bid via a Public Forum, specifying an amount of mackerel
greater than any previous bid. The highest amount of mackerel bid on a
blueprint is its price.

Bids can be placed no later than Teucer [[nday 10]]. Afterward, the
following things occur in order, stopping if the blueprint is purchased:
* At the start of Zarpint [[nday 11]], the highest bidder (if any)
purchases the blueprint if possible.
* At the end of Zarpint, the highest bidder (if any) purchases the
blueprint if possible, otherwise his Vote Power is set to 0 and he
loses 25 points.
* At the end of Thirnight [[nday 12]], the second-highest bidder (if
any) purchases the blueprint if possible, otherwise the blueprint ceases
to exist.
