[s-b] Proposal: Contests

I submit the following Proposal, Titled "More Extended Gameplay":
{

Create a new rule, Titled "Optional Fun" and with a body of:

{

===Ministry of Contests===

There exists a Ministry, known as the Ministry of Contests. The Minister of
Contests shall be known as the Contestmaster.

The Contestmaster may, as a Game Action and without 2 objections, submit a
Contest.

The Contestmaster may, with 2 support, cause a Closed Contest to become an
Open Contest. The Contestmaster may, without 2 objections, cause an Open
Contest to become a Closed Contest.

The Contestmaster is responsible for maintaining a Public Display of all
Contests and their Status.

===Contests===

A Contest is a Game Document which consists of the following:

   - A Title.
   - The Rules of the Contest.
   - The Winning Condition of the Contest.

A Contest may optionally include other elements.

A Player may become a Competitor of an Open Contest, as a Game Action. Only
Players may become Competitors.

All Competitors are bound by the Rules of the Contest, and by becoming a
Competitor they agree to follow the Rules of the Contest.

There is an Attribute Status with a Scope of all Contests, a Range of Open
or Closed and a Default Value of Closed. If a Player wins a Contest by
satisfying the Winning Condition, that Contest becomes Closed and all
Competitors of that Contest cease being Competitors of that Contest.

If, at any point 1 nday (or longer), after a Contest becomes Open, it has no
Competitors, it becomes Closed.

===Winning Conditions===

 A Winning Condition is a Game Document which consists of the following:

   - A Trigger: The event that must happen to cause a Competitor(s) to win,
   plus any required conditions on the gamestate.
   - Victors: A clause defining which Competitor(s) win.
   - A Prize: The Prize that is created and awarded to each Winner.

}

Create a new Contest with:

   - A Title of "Guessing";
   - The following Rules:

{

A Competitor may, on nday 1, submit a Guess, by sending privately to the
Contestmaster. A Guess is a Game Document which consists of the following:

   - A number of Proposals
   - A number of Consulations
   - A number of Game Actions

On nday 13 of each nweek, the Contestmaster shall reveal all Guesses sent to
im that nweek by submitting them to a Public Fora.

}

   - And a Winning Condition of:

{

Trigger: The Contestmaster reveals all valid Guesses on nday 13.
Victors: The Competitors whose Guesses were at least one of the following:

   - The number of Proposals was closest to the number of Proposals
   submitted that nweek.
   - The number of Consultations were closest to the number of Consultations
   answered that nweek.
   - The number of Game Actions was closest to the number of Game Actions
   performed that nweek.

Prize: 30 points.

}

}

So, who thinks Game Board should be a Contest? I don't think it should
because some extended gameplay should be compulsory.
