[s-b] Proposal: Hurried Proposals

I submit the following proposal Hurried Proposals:

Create a new subheading under rule 2-2 titled Hurried Proposals with the
following text:

Hurried Proposals are Game Documents. Each Hurried Proposal has the
following properties:

   - A Title, which is a string
   - A Body, which is a block of text that contains a list of instructions
   that if followed would result in changes to the state of the game
   - A Hurried Proposal Number, which is an integer or null, defaulting to
   null.


The Chairman must assign all Hurried Proposals a new Hurried Proposal Number
that is greater than all previously used Hurried Proposal Numbers as soon as
he can.

A player may, as a Game Action, without 3 objections, submit a Hurried
Proposal. If a Hurried Proposal is submitted without 3 objections, its list
of instructions is followed to make the resulting changes to the game occur.
