I don't see anything in the rules that says there can't be. If there is,
though, there's an obvious scam based on that. May as well bundle in a
second scam while I'm at it.

I create a Contract (a Game Document) named and titled "Unrest", with
the following text:

ais523 may become party to this contract as a Game Action.
ais523 may modify this contract by appending the following text to rule
5e47, then repealing rule 5e57:

=== Win by Announcement of Chaos ===
Trigger: A player posts a message to some forum.
Victors: The player who is generally known as "ais523".
Prize: An infinite scroll of paper
Cleanup: This Victory Condition is destroyed.
}}}
ais523 may cease to be party to this contract as a Game Action.
}}}}

I become party to the contract named and titled Unrest.

I append the following text to rule 5e47, then repeal rule 5e57:

Trigger: A player posts a message to some forum.
Victors: The player who is generally known as "ais523".
Prize: An infinite scroll of paper
Cleanup: This Victory Condition is destroyed.

to modify the contract named Unrest by appending the text "RODLEN WUZ
HERE".
[Note that this is explicitly legal; "Contracts may be modified with the
explicit approval of all parties, as well as in any other way allowed by
that Contract." from rule 5e47, so per rule 5e10, it's a Game Action and
I can do it by posting to the PF.]
