Unfortunately, you're missing the part where rule 5E4 defines an
External Force - and its definition does not include the OCB.

In any case, though, I intend without objection to cause the Beast to
find JamesB's judgment of Consultation 190 CONSISTENT.

Hm. Can a single External Force be two Game Objects? If so, is it one
Outsider or two?
