The relevant Laws are those for Uncoloured Squares:

  "A Resident of an Uncoloured Square can set its Colour with the
   unanimous consent of all Residents, as long as there are at least
   2 residents. All residents must destroy m30 before this happens."

The relevant actions are, in order:

  msg00278.html  comex destroys m30
  msg00283.html  comex attempts to Colour (18,100), but forgot to
                   move there first (and also said "I do so" while
                   only quoting a purported change of Laws)
  msg00299.html  comex moves to (17,100)
  msg00303.html  comex attempts to Colour (17,100) to (255,255,255)

In the absence of an explicit clause to the effect of "this destruction
cannot be intended for any other purpose", and especially because the
originally-intended purpose failed anyway, I find that comex's
destruction of m30 indeed counted as a prerequisite for Colouring
(17,100) to (255,255,255), and thus answer YES.
