I submit the following Proposal, entitled "Enforce Fines":

In Rule 5E36 (Judgment), replace the following text:

If the Consultation's subject is on the matter of whether a Player has
broken the Rules, and the Answer is Yes, then the Priest may assign a
Punishment of either a Fine, specifying an amount of a Currency, or Jail,
specifying a duration of ntime.

If a Consultation remains Answered for four full Ndays (or Ndelays if the
clock is off), it becomes Pondered.

When a Consultation with a Punishment becomes Pondered, the Player that
violated the rules:

   - If the Punishment was a Fine, shall destroy the relevant amount of the
   Currency specified.
   - If the Punishment was Jail, becomes a Prisoner for the specified
   duration.}}

   - If the Punishment includes both Bail and a Term, any one of the two
