I answer Yes. (An answer of No would put us back in Era 4 or earlier.)

The rule currently reads, "If the Clock is Off, there are no Vacant Ministries and there are no outstanding Ministerial obligations, the MoM is obligated to turn the Clock On, and fulfilling this obligation does not violate the rules."

If there are no outstanding obligations, a single obligation is created. This causes the original condition to fail, but that condition need not pass again, because the obligation has already been created.

The rules do not specify the reverse, that the clock cannot be turned on if there are outstanding ministerial obligations.

(For those who say "we can't just infer definitions", there's nothing that says when a minister is "obliged" he then has an "obligation", but I'm inferring that it does. I agree completely with Warrigal's recent post on this subject.)

Question: Is the MoM ever allowed to turn the Clock On?

Reasoning: When there are no unfulfilled Ministerial obligations, the MoM
is obligated to turn the Clock On. However, when the MoM is so obligated,
there exists an unfulfilled Ministerial obligation,preventing the MoM from
turning the Clock On. But then, there exists no such obligation, etc.
