I become bound by the following contract:

Wooble is obligated to create a new Rule with the text: "The player
named Wooble may change the gamestate in any way, at any time."

Wooble is obligated to amend Rule 4E70 by removing: "When a Player
becomes obligated to perform an unambiguous Game Action by a Contract,
that Game Action is performed as if the Player had sent it to the
public forum."
