Each of these changes are in rule 4e87:

Change "The Mad Scientist is an office; its holder is responsible for
building the Monster." to "There exists a ministry known as the Ministry
of Mad Science; the Minister of Mad Science, also known as the Mad
Scientist or Frankenstein, is responsible for building the Monster."

Change "The Mad Scientist CAN act on behalf of the Monster to take any
action that the Monster may take, and SHALL act on behalf of the Monster
to ensure that the Monster fulfills all of its duties." to "The Mad
Scientist can, as a Game Action, cause the monster to do anything that
the rules say it may or can do, and shall cause the monster to do
anything that the rules say that it must or shall do."
 
Change "The Mad Scientist's weekly duties include the performance of the
following tasks, in order:" to "The Mad Scientist must, every nweek, do
the following tasks in order:"

Remove ", with adoption index equal to the Power of the selected rule,
and interest index 0," from paragraph d)
