In an attempt to stop this Pork Barrel spending, I submit the following
proposal titled "Budget Reform Act":

Add the following to Rule 4E15 under the heading "Definitions":
No proposal may modify any numerical attribute within the B Nomic gamestate
contingent upon the performance (or lack thereof) of a specific game action.

Create the following Victory Condition:
Trigger: The passage of Proposal 421.
Victors: All players voting FOR Proposal 421.
Cleanup: None.
Prize: A T-shirt saying "I voted FOR Proposal 421 and all I got was this
lousy T-shirt."
