[s-b] Proposal: Play Without Play

I submit the following proposal titled, "Play Without Play":

Amend Rule 14, under the subheading "Clock Changes", by replacing the
following:

If the Clock is Off, there are no Vacant Ministries, and there are no
outstanding ministerial obligations (other than the one described in this
paragraph) the MoM is obligated to turn the Clock On. When the Clock is
turned On, the ndelay is set to zero.

with

The MoM is obligated to turn the Clock On if, for all Ministries Required
For Play, there are no Vacant Ministries and there are no outstanding
minsterial obligations (other than the one described in this paragraph). All
Ministries are Required For Play unless a Rule specifies otherwise. When the
Clock is turned On, the ndelay is set to zero.

Amend Rule 57 by replacing the following:

There exists a Ministry known as the Ministry of Play. The Minister of Play,
also known as the Referee, is responsible for maintaining a Public Display
of the Field, all Field Objects, and their attributes and properties.

There exists a Ministry known as the Ministry of Play. The Minister of Play,
also known as the Referee, is responsible for maintaining a Public Display
of the Field, all Field Objects, and their attributes and properties. The
Ministry of Play is not a Ministry Required For Play.
