[s-b] Proposal: a limit for retainer

in Rule 4E48 amend:

{
There exists an attribute Retainer with a scope of all Ministries, a  
range of all integers, and a default value of 50.
}

to :
{
There exists an attribute Retainer with a scope of all Ministries, a  
range of all integers from 0 to 100, and a default value of 50.
}

add the following paragraph to Rule 4E48:

{
If Retainer would be increased beyond 100 it is set to 100.
If Retainer would be increased below 0 it is set to 0.
