I create the following proposal entitled "Kicking it like Gandhi.":

    Amend Rule 4e24 adding:

          At the beginning of each nweek, the player who inflicted the
least amount of total damage to other players gains 10 mackerel. If
multiple players share this distinction, no mackerel award is granted.
