I submit a Proposal, titled "More Shelf Repair". Body:

{In Rule 15:

Replace the text "A Success state, which is one of Won, Lost or
Undecided" with "A Success state, which is one of Won, Shelved, Lost
or Undecided".

Replace either the text

"each Open proposal with negative Strength that would have positive Strength
if SHELVE votes were counted as YES votes becomes Shelved and is placed on
the following nweek's Ballot"

or the text

"each Open proposal with negative Strength that would have positive Strength
if SHELVE votes were counted as FOR votes is Shelved and becomes Pending"

with the text

"each Open proposal with negative Strength that would have positive
Strength if SHELVE votes were counted as FOR votes becomes Shelved and
Pending".

After the line "* All Open proposals that are Won Pass, in order by
Proposal Number.", add the line "* All Shelved proposals become
Undecided."

Replace the text

"When Dependency Culling occurs, every Open proposal is processed in
ascending order by Proposal Number. When a proposal is processed in
this manner, if it Depends on a proposal that is Lost, then it becomes
Lost itself. This process is repeated as long as there is any Open
proposal that Depends on a Lost proposal and is not Lost itself."

with
