Upon the adoption of this proposal, the gamestate becomes what it
would be if all States Of Emergency that were generally believed
to have occurred at the time, prior to December 5, 2007, had
occurred as generally believed.

Amend Rule 1-10 (Game Actions) by removing the text starting with
"Any player (as a Game Action) may declare any Game Action which
has occurred within the past NDay to be Invalid,".
