Murphy's refresh proto-proposal:

Upon the adoption of this proposal, the gamestate becomes what it would
be if all States Of Emergency that were generally believed to have
occurred at the time, prior to December 5, 2007, had occurred as
generally believed.

Amend Rule 0 (In Case of Emergency) by replacing the text beginning
with "Each PEP has in his possession a Game Object called a Panic
Button." and ending with "If there exist at least four Panic Buttons
which are On," with this text:

        Each PEP has a Mental State, which is exactly one of Calm
        (default) or Paranoid; this is a persistent status that
        changes only as explicitly allowed by this rule.

        A PEP may change his Mental State by posting a message to
        a Public Forum, or any forum that was a Public Forum within
        the past month, specifying his new state.  He shall do his
        best to ensure that all other PEPs receive this message.

        If at least four PEPs have a Mental State of Paranoid,

and by replacing this text:

        All Panic Buttons become Off.

        If at any point during the procedure, there are less than four
        Panic Buttons On,

with this text:

        Each PEP's Mental State becomes Calm.

        If, at any point during the procedure, less than four PEPs are
        Paranoid,

Upon the adoption of this proposal, all Panic Buttons are destroyed.

Create a rule titled "Flexible Language" with this text:

       Regularity of communication being essential for the healthy
       function of any nomic, it is hereby resolved:

       A difference in spelling, grammar, or dialect, or the use of
       a synonym or abbreviation in place of a word or phrase, is
       inconsequential in all forms of communication, as long as
       the difference does not create an ambiguity in meaning.
