[s-b] Proposal: Restore Voting to Become Active

I submit the following Proposal, entitled "Restore Voting to Become Active":

Replace the text of Rule 3-5 with :
{{{The group of players that currently possess the Active property may
be called the Active Players.

At the beginning of each nweek, the players that voted in the previous
nweek gain the "Active"
property, the players that failed to vote in the previous nweek lose
the "Active" property. }}}
}}

This would restore the rule to its state before it was updated to
require just a message to the Public Forum to become Active.
