[s-b] Registration, consultation, proposal


The Association of Federated Organizations, an Agoran partnership,
requests to become a player.  Would any other players like to join
this partnership, thus becoming Agoran resident aliens?

The AFO submits a Consultation on the following statement:

   If the Registrar attempts to refuse to allow an External Force to
   become a player after it has already become a player, does it
   thereby cease to be a player?

Reasoning:

   Rule 1-4 does not explicitly place any time limit on the Registrar's
   refusal.  Rule 3-1 prohibits retroactive changes, but explicitly
   allows their simulation.

The AFO submits a Proposal titled "Historical awareness" with this text:

   Amend Rule 1-12 to read as follows:

     The First Era of B Nomic is the time starting with the creation of
     the game (approx. 5 Dec 2001, prompted by a five-month lull) and
     ending immediately before the start of The Second Era of B Nomic.

     The Second Era of B Nomic is the time starting with nweek 85
     (approx. 4 Apr 2005, prompted by data loss when the bnomic.org
     server crashed) and ending immediately before the start of The
     Third Era of B Nomic.

     The Third Era of B Nomic is the time starting with nweek 112
     (approx. 14 Nov 2006, prompted by another five-month lull) and
     currently in progress.
