For the purposes of this consultation, "Primo Corp" shall be
understood to refer to the faction and the Outside Force which has, as
part of its name, "Primo Corp" and as one of its members BobTHJ.

I submit the following consultation:
True or False: Any Player may join the faction Primo Corp regardless
of the published rules by which Primo Corp is governed.

Reasoning: We have factions, and rules governing factions, but don't
seem to have any way to  allow a Faction to have their own rules.
