[s-b] proposal: objecting and supporting

I amend my proposal 139

title: Objecting and Supporting

Create a new rule that reads:
{
=== Objecting ===

The rules may explicitly require a specific type of action to be
performed "without N objections" where N is a positive natural number.
The phrase "without objection" is synonymous with "without 1 objection"

In this case the action is considered to fail and have no effect if N
players object to the action within the first 2 ndays (or ndelays if the
clock is off) since the action was attempted.
Other rules may give a different time limit for a specific type of
action, in that case that rule takes precedence.
After the time limit is over if the action did not fail then it suceeds.

Objecting is a game action and must be performed on a public forum.

A player may not object to an action he attempted to perform.
}

Create a new rule that reads:
{
=== Supporting ===

The rules may explicitly require a specific type of action to be
performed "with N supporters" where N is a positive natural number. The
phrase "with support" is synonymous with "with 1 supporter"

In this case the action is considered to fail and have no effect unless
N players support the action within the first 2 ndays (or ndelays if the
clock is off) since the action was attempted.
Other rules may give a different time limit for a specific type of
action, in that case that rule takes precedence.
After the time limit is over if the action did not fail then it suceeds.

Supporting is a game action and must be performed on a public forum.

A player may not support an action he attempted to perform.
}

in rule Rule 3-9: Spelling
amend
{
If the Rules contain errors of spelling, inconsistent capitalization, or
other trivial errors, any Player may as a Game Action correct these
errors by posting a Tidiness List on a public forum.

A Tidiness List is a Game Document that lists spelling errors in the
rules, and the proposed corrections. The corrections contained in a
Tidiness List do not take place immediately, but happen five ndays after
the Tidiness List was submitted, unless in this period of time a player
Objects to the Tidiness List.

Any player may as a Game Action Object to a Tidiness List, in this case
the Tidiness List is discarded, and has no effect.
}

in rule 6-4: Usurping Ministries
amend
{
A Player may, as a Game Action, declare eir intent to Usurp a non-Vacant
Ministry. Each time this happens, Players other than the current
Minister of that Ministry have until the second time midnight UTC occurs
afterward to Object to that action. If no player does so, at that time
the Ministry is no longer assigned to the previous Minister and is
assigned to the Usurper instead.
