So, p12 removed the line saying that players can't perform the winning
game action, but left the line about the game action in there. So, now
there's a Winning game action without restrictions on it...

So, I do the Winning game action.

I then submit the following proposal:
__You need to *work* to win__

Remove the following text from rule 2-3:

Winning is a Game Action that creates a win and places it in the
possession of the Player that performed it.
}}

Remove all Wins from all players that were given to them by performing
the Winning game action.
}}
