[[ In light of recent events, it seems that some order
of Ministerial precedence needs to be established. ]]

[[ 4-1 - I'm loath to require a notice of recognition 
by Ministers. This would mean that every vote, 
motion submission, game action in general would
have to be recognized. Too much work. ]]

In Rule 4-1, Add a subsection:

If more than one Minister holds the same Ministry,
and more than one Minister performs responsibilities
commensurate with that Ministry on the same Game 
Action, then the Minister who first recognizes the 
Action shall have eir Actions take precedence. 
If no Minister recognizes the Game Action in question,
then the Minister who first performed the responsibilities
commensurate with eir Ministry will have eir Actions
take precedence.
