Create a new rule in section 10 with the following text:

Players have a whole number of Action Points. 
At the end of each Nweek each player has eir Action Points set to a number equal to eir Nimbleness.

In rule 10-1 change:

Once per Period, each player may move themselves from the Room they are in to any Room that is on their current Room's list of Exits, except where prohibited by Room Ordinances.

Add the following text to the end of rule 10-5:
