Sorry for the confusion (my own). In 3-9 section 1 it does state that
passing
proposals are awarded. So the 3 entries above correct the wrongly awarded
props. Wonko's Prop passed so it's still awarded. My new Prop 207 will
correct the loophole if it passes. I'm making these changes now because
there is a Jackpot roll in about a half hour and I want everything to be
correct.
