Move any rules that dont qualify as 'subgames' to a new section. If none exists create one with the temporary name of: 'Rules With No Section!'

Give the greater half of any items earned from the passing of this proposal to eugman (Eugine).

If this section has already been renamed (at the point of this prop passing) then give any points for this prop passing to Rainbow Wolfe.
