If proposal 91 failed, give all players who voted for it 50 Genechips and ignore the rest of this proposal.

There exist Resources. When they exist on the Grid, Resources are MGOs. Resource quantities are measured in units. Two units of resources are equivalent to one unit of Goods for purposes of transport. Resources must be collected from the Grid before any Player may own them. A Player owns all resources that are in their Fort. A Player may give Resources to another player by transporting those Resources to the other Player's Fort from their own.

There are three types of Resources:
 * Ore - Ore can be made into metals.
 * Oil - Oil can be used as an energy source or converted into various plastics.
 * Silicon - Silicon includes sand, which can be used in electronics or glass, clay, which can be made into ceramic parts, and stone.

=== Mines ===

There exist Resource Pockets. Each Resource Pocket contains 100 units of a single Resource. There exist Miners. Miners are AGOs that cost 100 Genechips each. When bought, Miners come into existance at the Grid Location of the Fort of the Player who bought them. Miners may move up to 2 Grid Spaces each Grid Period. When a Miner occupies the same Grid Location as a Resource Pocket, it becomes a Mine. Mines are IGOs. Each Grid Period, a Mine extracts four units of Resources from the Resource Pocket it shares a Grid Location with. Those Resources are removed from the total in the Resource Pocket and come into existence on the Grid at the same Grid Location as their Resource Pocket. A Mine may not extract more Resources from a Resource Pocket than exist in that Resource Pocket. If a Resource Pocket has no more units of Resources in it, it is destroyed. If a Mine exists on a Grid Location with no Resource Pocket, it becomes a Miner.

Create 30 Ore, 25 Oil, and 20 Silicon Resource Pockets at random locations on the Grid.

 - Multiple Mines may exist at one Grid Location, extracting resources faster
 - Even if it isn't your mine, you can still take resources from it with your Speeders
