Proposal 69/1: Subgames In New Ecstasy [[SINE]]
A Standard Proposal by Raelus
Last modified on nweek 88, nday 3

Create a new rule. Place it in the Subgames section of the ruleset, if it exists.
{{
== Collectible Cards ==
There exists a subgame as defined by the "Collectible Cards Rulebook."
}}

Create the Collectible Cards Rulebook:

{{
= The Collectible Cards Rulebook =

== Definitions ==
The Ruling Body in these rules is defined to be the Dealer. The Ruling Body may not own, trade, play, or otherwise participate in the Game of Cards, except to fulfill eir duties as outlined in the rules. E may assist in the creation of new cards, however. The Ruling Body must use an approved System of Random Chance for generation of all random events.

Cards, Decks, and Libraries are game objects.

Players are either Card Players or not, not by default. After one nweek of a player not being a Card Player, a player may become a Card Player as a game action. Players may cease being a Card Player as a game action. When a player is not a Card Player, all cards in their possession are destroyed.

== Cards ==
Cards have the following properties:

Rarity - Rarity is a positive integer between 1 and 5, inclusive.

Type - Cards are either Actions or Things.

Action Points - Actions Points may also be called AP. AP is a positive integer.

Set - A card may belong to a certain set of cards.

Text - The text of a card is a game document outlining any effects the card has. Cards may not affect the gamestate outside of Playing the Game of Cards.

== Decks ==
Any Card Player may create a deck. A deck contains one or more cards owned by that player. As a game action, the owner of the deck may move cards to or from a deck.

A deck may, at most, contain 60 cards. A deck may at most contain three of the same card.

== Libraries ==
Each Card Player has a Library. The Library contains all cards owned by that player that are not in a Deck.

== Sets ==
Each card may belong to one set. A set must contain at least 20 cards to buy a booster pack of that set.

== Booster Packs ==
Booster Packs are game objects. Any player Playing Cards may buy a Booster Pack for 5 Genechips. When a player buys a booster pack, e must specify a card set. The player adds 20 random cards from the specified set to his library, with the following rarity distribution:

Very Rare (5) - 1

Rare (4) - 2

Uncommon (3) - 4

Somewhat Common (2) - 5

Common (1) - 8

These cards are selected by the Ruling Body.

== The Game ==
Any Card Player may begin a Battle with one or more other Card Players as a game action, as long as the other players agree. All related actions in the game are game actions.

First, each player selects a Deck that e owns. Eir Deck is shuffled by the Ruling Body into the Game Deck, which is referred to as eir deck in these rules. The Ruling Body must keep a private record of each deck's order, as no player may look at eir deck. The participants then determine the order of play by an agreed upon method. If no method can be agreed upon, players must roll a twenty-sided die to the public forum, playing in order of decreasing die rolls. Next, each player draws five cards from the top of eir respective deck.

=== Definitions ===
Draw - The player who this action applies to must draw a given number of cards from the top of eir own deck.

Discard Pile - Cards that are discarded or destroyed in play are put in eir original owner's discard pile. Players may freely look through eir opponents' discard piles.

Discard - The player who this action applies to must choose a given number of cards and place them in eir discard pile.

Discard Randomly - The player who this action applies to has a given number of cards sent to eir discard pile, chosen randomly by the Ruling Body.

When it is a player's turn, e follows this turn structure:
=== Draw Phase ===
The player draws one card.

=== Main Phase ===
The player may put cards from his hand into play, as long as the cards' combined AP does not exceed 7. AP used by card abilities also counts against this limit.

=== Discard Phase ===
If the player has more than five cards, e selects cards to discard until e has five.

At this point, play passes to the next player.

Universal Game Rule: These rules defer to rules in a card's text.

=== Power Gems and Winning ===
Each player begins a Battle with five Power Gems. If e owns more than five Power Gems at any time, Eir Power Gems are destroyed until e has five Power Gems. Power Gems are game objects which only exist in the Battle they were created by.

If any player at any time controls zero Power Gems in the current Battle, e is eliminated from the current Battle. All cards owned by em are removed from the game.

If a player is the only player left in a game, e is the winner of that Battle.

If a player has no cards in eir deck, but is required to draw, e has one of eir Power Gems destroyed, and shuffles eir discard pile into eir deck.
}}

Add the following to rule 4-4:
{{
Ministry of Cards -

The Minister of Cards, aka the Dealer, keeps track of objects relating to the Collectible Card Game. This includes maintaining the rulebook.
}}

Make Raelus the Dealer.
[[All that's left to do is create cards. That'll be in my next proosal.]]
