Create a new rule in Section 3:

== Clock Keys ==

Clock Keys are Game Objects. They have a value, which is either Off or On. Clock Keys are initially On.

If a player is a Minister and does not have a Clock Key, one is created and given to em. If a player has a Clock Key and is not a Minister, eir Clock Key is destroyed.

A player who has a Clock Key may as a Game Action change eir Clock Key's value from Off to On or from On to Off. This Game Action may be performed regardless of the Clock state.

If a majority of existing Clock Keys have a value of Off, then the Clock is Off. Otherwise, the Clock is On.
