This is the essence of what I was trying to do with NewWorld. A slightly longer version is below (just in case people find this more preferable).
Create two rules (using BNomic delimitation):

Sections 1-5 may be known and defined as the 'Core Rules' of BNomic.
A local amendment is an amendment that only affects, or takes into account, the rule or the section to which it refers. [[e.g. A Minister of Games can be created for all games (global), but the player/Minister in charge of a game could be listed locally]]
A global amendment is an amendment that affects, or can be shown to affect, rules in multiple section.
