_Balancing Checks_

For all Standard Proposals X, any player may submit a Call For Clarification, or CFC, on X at any time before X is placed on a Ballot. Any proposal a CFC is submitted on is said to be being CFC'd by that CFC. If X fails, all CFCs on X are removed from the gamestate for all non-historical purposes. A CFC is a Game Document consisting of the following fields, in order, separated by newlines:

A. A string containing a unique identifier for the CFC in the format "CFC "(CFC#)": "(Name of X)". Submitted "(Date submitted). The text within parentheses and the parentheses above are to be replaced by individual CFC-dependent information. All CFC#s are to be one higher than the highest existing CFC#. The first CFC# is 0.
B. A string containing the name of the Player who submitted the CFC, preceded by the string "Called by "
C.A string containing a statement made by the Player named in B, preceded by the string "Stated Ambiguities: ". This statement must contain a description of the percieved ambiguities in the Proposal being CFC'd. It may also contain two or more possible meanings of the proposal, suggestions for the improvement of the proposal, and any evidence the Player named in B wishes to provide. 

Any player may rescind a CFC they submitted at any time. A rescinded CFC is treated as though the proposal being CFC'd by it had failed. 

If a proposal being CFC'd by at least one CFC passes, it does not pass until it is not being CFC'd by any CFCs. [[Note that once it has been on a Ballot, you can't keep CFCing it indefinitely]]

If at least three players publicly state that a CFC should be rescinded, it is treated as though it had been rescinded by the Player who submitted it. [[Keep in mind that you can still always CFI the rule later]].

[[This should at least help with the problem of ambiguous proposals beind added to the ruleset. I tried very hard not to make it abusable, and i think the very worst that could possibly happen due to this rule is that a prop wouldn't pass for an extra day at most. It encourages writers of props to edit them, (or hopefully, make them clear in the first place) as under the current system, people often suggest changes to submitted props that never get made. This way, if it is clear to everyone that they will have to deal with drawn out CFIings and confusion like we've seen in the recent past, they won't let it through until it's better. Please let me know of any changes I should make to this in order to get it passed, because I think it's clear that we _really_ need something like this.]]
