CF[IJ] "Whoops (-0)" I find TRUE. In addition to the intent of the rule 
being fairly evident, Proposal 1753 should apparently have changed one 
of those sections already, as Glotmorf noticed; the idea that Rule 0 be 
resistant to the lack of an Administrator (whether by overwork or by 
lack of definition in the Rules) is quite clear.
