[Spoon-business] CFI


I submit the following CFI:

Statement: No public displays were out of date as of the end of the previous checking period; thus, the Clock did not stop.

Analysis:

Part 1, the roster was not out of date. All of the claimed out of date information has been on the roster without a corresponding rule for at least 10 days, therefore the game state may have been altered under 129/6 so that those attributes still exist (but don't do much). Even if the Administrator prevented the effects of that rule, however, Rule 625/24.C.7 does not require that things other than those listed in that rule not be shown on the roster; think of them as historical information that can't affect the game state in any event. [[And if races became defined again later, unless the proposal adding them specified otherwise, all players' races would still be reset.]]

Part 2, those former public displays are just that--former. They're no longer called for by the game rules, so they should no longer be considered public displays. Thus, they shouldn't be considered for Rule 1586/3.

Part 3, all other rules that call for something resembling a public display have up-to-date public displays, or had them at the end of the previous checking period.

* The Tildex display is out of date now, but was correct at the end of the checking period. [[This is currently the only rule that explicitly calls it a "public display", incidentally.]]

* There were no pending CFIs at the end of the previous checking period.

* There was, apparently, an up-to-date list of Ministers sent to a public forum recently; this should count as a public display. [[It was also added to the Wiki, but after the time this CFI is referring to.]]

* The Cardlist was probably up-to-date, but I don't have the previous page (before Wonko played Petty Theft) cached to know.

* Our Market Nomic lists are up-to-date.

* The Clock was up-to-date.

No other rules contain "public" without referring to doing such-and-such on a Public Forum.
